Village Streetscape Project Advances Toward Bidding, Construction
Design and Permitting Complete; Grant Compliance Underway, Updated Timeline Expected This Fall
LA JOLLA, CA – July 16, 2026 — The La Jolla Community Foundation (LJCF) is pleased to announce that the Village Streetscape Project has entered its final pre-construction phase. The project is a $7.43 million public-private partnership between LJCF and the City of San Diego to improve Girard Avenue from Prospect Street to Silverado Street. Planned upgrades include expanded pedestrian areas, improved crossings, enhanced lighting, upgraded landscaping, and stormwater infrastructure.
While commencement of construction is being rescheduled to allow for the completion of federal and state grant compliance requirements, Phase 1 is fully funded, design is finalized, and environmental review is on track. Reaching this stage would not have been possible without the commitment and support of the La Jolla community.
The Streetscape Project secured two significant public grants: an $850,000 federal appropriation from the U.S. Department of Housing and Urban Development, championed by Congressman Scott Peters (CA-50), and a $1 million grant from the California Energy Commission. Both are administered in partnership with the City of San Diego, bringing meaningful resources to the community while also carrying rigorous procurement and review requirements. Completing these requirements with care protects both the project and the public investment behind it.

The Foundation and its project team have completed permitting for both Phase 1 and Phase 2, finalized construction drawings, and coordinated environmental review with the City of San Diego and HUD. A revised contractor bidding package, updated to reflect the full scope required by the federal grant, is being prepared. LJCF will release more information and an anticipated construction timeline by October 2026.
